This seems to be a new wrinkle in NAPA's policy. I have a friend that will request a part from NAPA and if they don't have it in stock will ask them to order it. He knows the freight surcharge will be excessive so he doesn't return for the part. Some days later he will go to another local NAPA and request the same part which they look up and see it is at another local NAPA and will have it for him the next day with no shipping surcharges.
