"Back in the day", if you wanted to spend some extra $ when you bought a new car or truck you could get it "undercoated". I always wondered why anyone spent that money as most folks knew they would be trading it in in 4 or 5 years or less and even salted roads in the Northeast wouldn't eat the metal that fast.
However what you are referring to could be some kind of bedliner someone has used which would be a real headache to remove.
