A PO had this metal flange plate to cover the damage. Not a bad idea but could have been executed better.

I had a small job like that over the driver side window where someone had put in an overhead wiper. It was an easy patch.

Then welded in a new patch. I just had to bend it with my vise and blocks of wood if I remember correctly.
