You could try rotating the engine crankshaft slowly while watching the rusted lifters to see if they move. If the are not stuck you should be able to clean them up and determine what, if anything else is a concern as suggested by Kevinski. If they are stuck you will need to decide how much effort you want to put into getting them free to move but I wouldn't condem the engine based on what you have found so far.
