It's a mosquito fogger - lol! I couldn't find any details on engine work other than the posts related to the oil filter, carb and vacuum leak. Was this engine rebuilt, or a used engine that hasn't been looked at inside yet?
The oil burning could be from lots of possible sources. Too hard to tell without more info/background on the engine itself.
