Those last two lifters are downhill from the oil drain hole to the pan, so any water that might get in will settle around them. I had some rust around the same lifters on my engine (still operating) but cleaned it off when I went thru it. That pinched off oil return tubing was pretty common. It made all the oil that got up to the rockers go to them rather than just depending on gravity (just the hydraulic head from the high point of that tube.) It's not an issue. And if you can free up those lifters, it may still be a runner.
