GM cigarette lighters of this era were connected to a "hot all the time" source of power, not switched. I hooked mine up that way, through a 5 amp fuse, to use with a USB-type charger for my phone. That way I can charge my phone with the engine off.
I like the look of the cigarette lighter knob when I'm not using the charger, so I removed the heat element from the lighter to prevent accidental overload on the 5 amp fuse.
