Bulb filament resistance is highly variable, according to time. It starts out as virtually a dead short, and increases rapidly as the filament heats up. Simply using an ohmmeter doesn't work. An oscilloscope is better, but we're dealing in milliseconds as the filament starts to glow. A variable resistor for experimentation purposes would be a good solution, then measure the resistance where the bulb response is best.
