Update on my last suggestion of using flashers for the individual front lights with the relays for the rear. I just bench tested the 535 flasher I have with a single #87 6V bulb and it flashes just fine (also with two of the #87's.) It didn't work with either one or two 6V #51 (dash light) bulbs. No flash but normal brightness with one, and two were dim. Here's a cleaned up diagram for the 2-relay diagram with additional flashers for the front bulbs.
