On a splash-oiler engine, you won't get any oil to the rocker shaft until there's at least 15 PSI at the lower end. The spring in the oil distributor on the driver's side of the engine chokes off the oil supply to the head until the bottom end is lubed well. That's a safety factor to assure the rod and main bearings get enough oil. If you want to be sure oil is being pumped, temporarily disconnect the oil pressure gauge line while you crank the engine. If you remove the distributor and spin the oil pump with a drill motor, you can probably develop enough pressure and volume to get some oil past the control spring and see oil flow at the rockers.
