Whgat's the best way to install the rocker shaft assembly?

I thought I could loosely install the rear shaft and then install the valve cover stud for the front one as a locator and then slide the front assembly into position. Unfortunately, the oil spray tube can't be pushed far enough onto the front shaft to clear the rear shaft.

Do I have to remove the front valve cover stud and then just try to finagle the thing into place and pokew around with the stud and bolts to find their holes?
