I just went out to the garage to take a closer look at that fitting. The copper tube can move around within the fitting. I suspect that it's supposed to be fixed in place. Is that correct?

If it isn't supposed to be able to turn inside the fitting then that upper part is shot anyway and I'm going to have to get a new captive feral regardless.
