well, chevrolet calls it a harmonic balancer on page 6-29 of the 63 shop manual so go correct them. while you are at it you can complain about them making up all their torque data- which you don't believe. you assume the crank is in the engine? it wouldn't do much good puting the harmonic balancer on if it wasn't. yes i am aware the thrust bearing is making the sound change but if you are careful and don't overdo it, it's going to be ok. and i never said to hit on the outer part. yes, the tool is a good idea if you can get it. does it magicly keep you from touching the thrust bearing when you drive it on with it?
