Make sure the snout of the crankshaft is nice and clean and the inside of the balancer nice and clean. Then put some light oil on the inside of the balancer, Take a dead blow hammer and work the balancer on. It doesn't take as much pounding as you would think. You can heat the balancer up first which will make it go on even easier.
