i have had good luck with a piece of brass and a hammer. you can tell the change in sound when it bottoms out. i think the most important thing it not to hit on outside piece and take your time. i have wanted to make a brass one with the center bored out and just the right outside diameter for installing these. i'm sure the kent-moore tool is best if you can find it. i have also broke a matco harmonic balancer installer off in a tapped 292 crank, befoe it bottomed out! made me wish i had hammered it on.
