While installing the rest of the pistons and rods, I discovered that the rods interfered with the camshaft. So I retrieved the 235 camshaft that I had given to the machine shop that has flats for clearance and with an angle grinder, duplicated the clearance flats on the 216 cam. Reinstalled the cam and the remainder of the pistons and rods. Engine turns without interference now.
