Have you disconnected the lower radiator hose and put a garden hose in the top of the radiator to check flow? With a 1/2" garden hose running full blast your radiator should be able to dump it as fast as it's going in...if it fills up and overflows out the filler neck then the radiator is clogged. You can also see now clean/dirty the exiting water is.
