It actually is used to pry wiper arms like the old GM vehicles had in the 50' and I don't know until when. Since the serrated part is a different metal than the wiper arm, it was common for them to get stuck on the vehicle. The spring pressure makes them awkward to pull off straight. Using a pair of pliers screws up the chrome. The little gadget pries them right off.
