Setting the optimum idle mixture with vacuum works but not for engine timing.

This is a Rip Van Winkle engine, right? (been sleeping for 20 years or so).

Set it to factory specs and then test the compression. Look at the valve adjustment. You might have a bent pushrod or valve(s) sticking open.

You might even have a clutch slipping on hill climbs.
