Nick - I just finished my Huck brakes on a 1940. That Herbrand 188 tool would have made things easier but I was able to accomplish it with the same tools Otto did. I also believe you have all the correct parts, and that makes me jealous, as I discovered I am missing a couple of the park brake pieces in mine, thanks to Dan's diagram he provided here and another post I followed. If you feel you want/need that tool, perhaps you could rent it out for a buck or two and have the user pay for shipping.
