Yes those end terminals are hot. Called "always hot". As opposed to "switched hot". You can use those for a voltage source, but not for heater or radio or any other components that could be left on and run the battery down. Those two would be run off the ignition switch.
Be careful, there are diagrams and pics of headlight switches on the internet that are incorrect. Member Deve has an incorrect one all over the place. His ignition switch diagram has erroneous info also. This is all on his "technical" website. He does have a lot of good helpful info.
NEVER use a wiring diagram that someone has redrawn on their sketch software and added colors and their own symbols. All electrical info here and elsewhere should be verified from GM documents. Feel free to question any info. We all make mistakes.
