To do a MPG comparison between points versus HEI in a Stovebolt, you would have to do it over a long period of time. I would guess that there would be no appreciable difference when the points are brand new. The problem with points is, they are only brand new and fresh for one revolution of the camshaft. After that, wear, and corrosion begins and continues until degradation of the spark intensity requires attention (clean and re-gap).
HEI spark intensity does not degrade over time.
