Carl it doesn't matter at all if it's not doing anything. That's one of the controls. It's not doing anything for all four of the conditions. So it would tell you a lot. If the HEI uses less gas, and it's quantifiable, you can calculate the differences and be able to prove the issue once and for all.
If it WERE doing something and had a load on it, it would have to have the exact same load in all four conditions. So driving a truck wouldn't work for that since you can't drive EXACTLY the same each time.
So the best I could do in the above scenario is tell you the difference between the two in consumption rate. It will not tell you how much more/less gas for YOUR driving conditions, but it would still be very telling.
