The original transmission support was riveted together with rubber material sandwiching the mounting plate. You should put one of your pads above and one below the mounting plate. With the bolts, the support can slide forward and backward, but on the original was captured by the molded in place rubber.
Here's a pic of mine after I used polyurethane to reproduce the original rubber. In the second pic, you can see the space around the rivets that got filled with rubber.
