That Neon has "torque-to-yield" head bolts- - - -one time use only. Stovebolt head bolts are much more rugged and they don't need replacing unless the threads are damaged or there's some other sort of damage like deep rust pitting. Clean the bolts up well on a wire wheel buffer, and lube the threads lightly with 30 weight motor oil. Don't forget to put a drop of oil on the cylinder head surface where the bolt head contacts it.
