When you say "no resistance", you are telling us that you have continuity..there is a good path between both terminals that offers no resistance.

I actually don't know what a meter would indicate connected between power and sending unit posts, on the bench with no other wiring!

In the dash, in the truck, with power applied to the power terminal, and the sender disconnected, the gauge SHOULD read FULL all the time, this is good!

If you do the same drill, but connect the sender wire and it still reads full, either the tank IS full, the wire back to the tank is broken, or the sending unit/tank isn't grounded properly.

I really don't know what values to expect just testing the gauge with a meter out of the truck...sorry.
