Iside a gasoline tank there's very little air because of the vapor pressure of the gasoline. It's nearly always too fuel rich to ignite. If you take out something like a level sending unit, that little area around the hole you open up will get enough air diffused in to ignite but you'd have to force air in to get the right mixture in the rest of the tank above the liquid.
