Tall gears would be a high ratio, numerically lower (example; 3.08:1) Old MoPars were known for this, especially in the B block cars. A low gear, or short gear, would be numerically higher (example, 4.11:, 4.57:1). It does sound backwards, but then again, consider sheet metal or wire gauges, the higher the number, the thinner the sheet or wire diameter is.
