I followed your instructions, but still have the problem.

You were right -- the contacts on the Batt terminal of the volt reg did not close when I started the engine and increased RPMs.

I disconnected the neg lead to the battery instead of the Batt terminal of the volt reg. Then I cleaned all three sets of points in the volt reg with a business card. Had to hold the Batt points closed while I cleaned them.

Reconnected the neg battery lead and flashed the Batt and Arm terminals of the volt reg with a jumper.

Started the engine. The Batt contacts in the volt reg did not close at idle or at increased RPM. The instrument cluster ammeter did not show a charge when running. Voltage across the battery remained at 12.5v off/idle/increased RPM.

What's next? How do I check to see if the generator is generating?
