With the battery having 2.1 volt per cell on open circuit then it should be about 12.6 volt. Anything less from generator will result in discharge. More than 12.6 is charging. To drive off sulfate you need approx 14 to 14.5 volt.
What is current on generator at 11.56 volt? If it is producing current (turn on headlights for a load) and holds 11.56 then gen is more than likely OK. Adjust or replace regulator.
