Before you tinker with the generator, ground the Field terminal and see if the voltage at the Armature terminal increases. If the generator is capable of producing voltage, grounding the field should put it into maximum output, as much as 20 volts or more if you rev the speed up. Don't overdo it! Are the cutout relay points closing? (Gotta pull the cover off the regulator to find out- - - -you did that, right?) Try cleaning the regulator points with a piece of business card or file card stock- - - -NEVER use sandpaper or a file! A slight bit of oxidation on the points will interrupt the field control circuit and drop the voltage output to virtually nothing.
