Yep. The equivalent of the torque wrench is using a fish scale at the outside of the steering wheel. The spec in the service manual is based on using a fish scale. If you use a torque wrench, you need to do a little math to get the right number, taking the radius of the steering wheel into account. Either fish scale or torque wrench can be used.
