Start by loooking at the joints in the steering system to see when they start to move relative to the steering wheel. Work you way form the wheel toward the wheels so depending on your system, steering shaft input to the steering gear, pitman arm output from the steering gear, drag link ends, etc.

It may be a small amount of movement at each joint or it could all be in one place (like the steering gear).
