Seems to me, if you are going to repairing a frame rail, getting a rivet out and back in shouldn't be your biggest concern. I would be more worried about the type of repair you plan to make that doesn't show when you are done, welding a frames is not a easy project. If you are replacing a crossmember, that's different.
