This has me confused as well. As long as you have 12 volts at the coil while turning over, it should fire. The 9 volts at the S terminal might be due to the voltage drop from the silinoid working, seems normal(while turning over). If you have 12 volts at the coil while turning over and it still not starting, must have a problem with the distributor.
