It's a bad design, with several possible points of contact, the housing against the block, the gear drive between the camshaft and the shaft, and a couple of other places, but nothing that's really a good ground. Adding a very flexible ground wire that doesn't rely on a moving connection is the best solution to the problem, but if you want an original-looking restoration, it's necessary to depend on an unreliable ground for the points.
