It should be installed in volunteers' cars for the sole purpose of studing car crashes, not to place fault or blame in an accident. What will they sneak into cars next, voice recorders or video? In a free country, we enter society at our own risk, and I accept this and will deal with the consiquences when and if something happens. If big brother wants to monitor the roads effectively, we all have to give up our rides and drive little black boxes so the information they get is even close to being relavent.
