I think we're closing the barn door a little late here. There already is a readable black box recorder in any new car. It is in the air bag controller. It can be read after the crash and the speed of the car at impact is recorded. They are admissible in court. there is a movement among insurance companies to increase thee memory capacity to record a longer timespan before the accident.
