... I bet the factory installed those bolts before the timing cover went on.
Yep. In the Tech Tips section there's a write-up and it says these bolts should go in before installing harmonic balancer. I guess they knew it would be a tight fit. I'm going to look at the front of my old 216 today to see the setup.
