They make grade 8 shoulder bolts. I believe the generic ones from the hardware store have lower tensile strength (60,000 vs 150,000 psi). Instead of modifying the hole, you could grind of our cut down the square shoulders in a lathe. thinking

Another idea would be to tack weld a small piece of key stock to a regular hex head bolt.
