If that new drum is a SRW drum, wouldn't the matching SRW 14 bolt backing plate solve this issue? Shouldn't the offset already be right or are the brakes different?

On second thought, I'd guess it is where the backing plate mount is located on the tube, so back to spacing it out to meet the drums.
