A 12 volt Pertronix conversion still uses a ballast resistor.
The only exemption would be if you are using a coil with a built in ballast. With out a ballast/dropping resistor the coil will over heat.
It is true that the Pertronix its self runs on direct 12 volts, but not the coil.
