My Rochester neck is 2 5/8" diameter and I can get an adapter for a larger neck filter but how does it stay on. The flat round filters all seem to have a bolt thru the center which comes I presume, from the carb. Mine doesn't. There is a bolt on the oil bath filter but that holds the unit together and there is a clamp on the neck to hold it to the carb. It clamps on the throat of the carb just like the oil bath did. You might check into something like that.

Looks like he put a deep paper filter in the bottom and covered the top of the filter with a smaller lid. Hard to tell exactly and it could even be a stock unit from something else.
