I'm not going to dispute any of the suggestions given by Jerry and Billyray, because it's all good stuff, but I will ask the one question that hasn't been asked; What type of use do you have in mind for the truck? Regular driver" Light/heavy towing? Drag racing? All of these will factor into what you should do to attain the goals on the engine build.
Personal opinion time, for the power you want, and the cost it'll take, you may want to consider going with a 327 or 350, or even a 383, over the 283. Properly dressed up, most folks won't be able to tell the difference.
