You can tell more by taking the engine down and finding out what exactly went wrong. I would hope that the mechanic would stand behind his work and do this for you. What kind of arrangement did you make with him when purchasing the engine rebuild?
When you say "blown", what exactly happened?
I would say that real mechanics have torque wrenches.
