I didn't think of using a joint and extension, now it seems so obvious! I did try getting a socket with a joint into the inspection cover, but it was slightly too big, guess I'll give it another shot.
With the dowel and hammer, should I use light tapping or a more solid hit? I'm guessing a full out swing wouldn't be a good idea.
