I would want to V the ends of the joint good and add a sleeve over it. Split the sleeve and weld the ends and the split. I usually tig weld everything, steering shaft or not. If the shaft has to slide through a bushing, in some cases the bushing might have to go on first before welding the sleeve on. Done right, it would work just fine. Done poorly, things could get ugly fast on the road!
