check this site out and you will know about as much as I do. I bought the blueprints. If you want to take a look at them we can get together for a cup of coffee or something. I'll email you my phone #. From the research I have done, it looks like they have relaxed the laws a bit lately in an effort to encourage alternative fuels. You DO have to have a permit from the Bureau of Alchol, Tobacco and Firearms but the permit is free. You just have to go through the process and it can take a couple months. I think they require you to denature the alchohol to make it undrinkable, but that is fine with me. I just want to run my vehicles on it.
