Normally compression testing is done with the engine off, all the plugs removed, throttle held wide open, and "run" on the starter motor checking one cylinder at a time.

I suspect that the readings that you have are significantly influenced by the throttle being basically closed (reving the engine without load doesn't require much throttle opening). Try retesting and see what the numbers are before you condem the engine based on inaccurate numbers.
