A word on the fuel pump pressure; This problem began when the Chinese fuel pump was still installed. It seems unlikely that both pumps would over-pressurize the system causing the same symptoms.

Also, before the carburetor was rebuilt, I tested the pressure of the Chinese pump and it was 2-2.5 psi.
